Ja zu einem Europa von unten, Nein zur kapitalistischen EU! Beschluss des AKL Länderrats am 13. September 2015 — Englische Version unten

1. Angesichts des erpresserischen Haltung der Troika und der Kapitulation der Syriza-Regierung ist die Antikapitalistische Linke (AKL) der Auffassung, dass DIE LINKE ihre positive Haltung zur EU und deren Reformierbarkeit, korrigieren muss.

Wir bekräftigen die Position, die wir bereits am 15. Juli bezogen haben:
„Die Entwicklungen der letzten Monate, die bedingungslose Durchsetzung der Austeritätspolitik durch Merkel, Schäuble und „die Institutionen“, die Missachtung demokratischer Entscheidungen durch die Troika und die konsequente Propaganda der öffentlichen Medien gegen die griechische Regierung haben gezeigt, wie begrenzt der Spielraum einer linken Regierung im Rahmen der EU, Eurozone und des neoliberalen Kapitalismus ist. Es kann heute kein Zweifel mehr bestehen darüber, dass die EU undemokratisch und neoliberal ist. Die EU ist in erster Linie ein Instrument des deutschen Kapitals, gestützt durch wirtschaftliche Eliten anderer Euro-Länder – mit Frieden, Demokratie und Völkerverständigung hat sie in der Realität nichts zu tun. Eine linke Partei darf nicht Anhängsel einer deutschen Großmachtpolitik werden! Wie die deutsche und die europäische Linke sich zur EU positionieren, ist eine entscheidende Frage unserer Zeit. Ein Ja zu einem sozialen Europa und ein Ja zum Internationalismus erfordern ein klares Nein zur EU in ihrer gesamten neoliberalen Konzeption.
Der Fall Griechenland zeigt, dass selbst kleine Reformen in diesem Stadium des Kapitalismus nur auf Grundlage großer außerparlamentarischer Mobilisierungen durchsetzbar und immer wieder von den Statthaltern kapitalistischer Institutionen und Regierungen bedroht sind. Das unüberhörbare OXI der Mehrheit der griechischen Bevölkerung muss genutzt werden für Forderungen nach einem Ende der neoliberalen Austeritätspolitik, nach einem Schuldenschnitt – ohne Wenn und Aber. Zur konsequenten Durchsetzung dessen muss eine linke Regierung einen Plan B aufweisen können. Wirkliche Veränderungen sind nur durch einen grundlegenden Bruch mit den kapitalistischen Macht- und Eigentumsverhältnissen möglich. Alle Maßnahmen (…) werden deshalb in Zukunft nur dann erfolgreich sein, wenn sie von einer breiten Massenmobilisierung getragen werden und mit einem Bruch mit den prokapitalistischen, neoliberalen und undemokratischen Institutionen der EU verbunden sind.“
Zu diesem Bruch mit der EU gehört auch die Debatte über Währungssouveränität und den „Grexit“, wenn es gewünscht wird. Die AKL unterstützt einen möglichen Grexit aber nicht als Allheilmittel, sondern als Teil eines sozialistischen Programms, welches die politische Souveränität wieder in die Hände des griechischen Volkes legt und verbunden mit Maßnahmen ist, die darauf zielen, den Kapitalismus zu überwinden. Das beinhaltet zum Beispiel eine Streichung der Schulden, die Verstaatlichung der Banken und Schlüsselbereiche der Wirtschaft, Kapitalverkehrskontrollen und eine demokratische Planung und Neuausrichtung der Wirtschaft.
Ein solches Programm ist keinesfalls nationalistisch oder ein Rückfall in nationalstaatliche Isolation. Vielmehr würde es zu einem internationalen Bezugspunkt für Millionen Menschen weltweit werden, die gegen dieses menschenverachtende System aufstehen.

2. Die Antikapitalistische Linke (AKL) unterstützt in Griechenland Gruppierungen, die sich gegen das Diktat der EU und der Institutionen wenden und für ein Ende der Kürzungspolitik einsetzen. Eine Unterstützung für Alexis Tsipras und seine UnterstützerInnen in SYRIZA bei den Wahlen am 20. September ist damit nicht mehr vereinbar.
Die Regierung Tsipras setzt die Politik um, die von Schäuble und Co. per Erpressung und Ultimaten gefordert wurde. Die griechische Bevölkerung verarmt weiter, der Staat wird noch mehr von der Schuldenlast erdrückt. Ein fortlaufender Exportüberschuss der Bundesrepublik Deutschland ist eine Ursache der „Verschuldung“ anderer europäischer Länder.
Neu dazugekommen ist eine Welle der Privatisierungen, die auf einen schlichten Raubzug des öffentlichen Eigentums durch deutsche und andere Konzerne hinaus läuft. Innerhalb weniger Jahre wird der Lebensstandard noch niedriger sein als heute und Griechenland wird wieder vor der Frage eines ungeplanten „Grexits“ stehen.
Dass dieses neoliberale Schockprogramm durch eine linke Regierung umgesetzt wird, macht es kein bisschen besser. Im Gegenteil, es wird dadurch schlimmer: Die Hoffnungen, die Millionen Menschen in Tsipras und SYRIZA gesetzt haben, werden dadurch enttäuscht. Tsipras selbst hält die Maßnahmen für falsch, wie er sagt, verschreibt sich aber selbst dem TINA-Prinzip: „there is no alternative.“
Diese Ernüchterung über das Versagen der Linken könnte viele Griech*innen in die Arme der sich als Memoranden-Gegner gebärdenden Faschisten der „Goldenen Morgenröte“ treiben. Durch das Ignorieren der Beschlüsse des SYRIZA-Zentralkomitees und die vorgezogenen Neuwahlen noch vor dem Parteitag hat Tsipras zudem die innerparteiliche Demokratie ausgehebelt und die Zerstörung seiner Partei in die Wege geleitet.
Die AKL erklärt sich mit den Menschen, Gruppierungen und Bewegungen solidarisch, die das klare „Oxi“ („nein“) des Referendums gegen die Kürzungspolitik verteidigen und sich gegen weitere Kürzungen und Privatisierungen unter dem Diktat der Eurozone einsetzen.
Die AKL wird Kontakte zu entsprechenden Gruppierungen zu knüpfen, z.B. zu der neu entstehenden Partei „Volkseinheit“, die sich aus dem ehemaligen linken Flügel von SYRIZA und anderen linken Gruppen zusammensetzt. Bei den Wahlen am 20. September unterstützt die AKL die „Volkseinheit“.
Die Situation in Griechenland beeinflusst auch die Entwicklung der Linken in anderen Teilen Europas. Insofern ist es unsere internationalistische Pflicht, uns an dieser Debatte zu beteiligen. Im Dialog mit den Genoss*innen in Griechenland und den auch den hier lebenden Griech*innen sollte die LINKE sich in Solidarität mit dem „Nein“ zu Sozialabbau positionieren.

Oxi means Oxi – Solidarity with the movements and groupings in Greece who are continuing to fight against the imposition of austerity

Yes to a “bottom-up Europe”, no to a capitalist EU! Resolution adopted by the Länder Council of the Anti-Capitalist Left (AKL) on 13 September 2015

1. In view of the approach adopted by the troika, and the capitulation of the Syriza government in the face of this blackmail, the Anti-Capitalist Left (AKL) believes that The Left Party must correct its positive attitude towards the EU and the question of whether it can be reformed.
We reaffirm the position which we set out on 15 July: “The developments of the last months, the uncompromising implementation of the politics of austerity by Merkel, Schäuble and “the institutions”, together with the troika’s disregard of democratic decisions and the deliberate campaign of propaganda by the public media against the Greek government have shown just how restricted the radius of action of a left-wing government is within the framework of the EU, Eurozone and neoliberal Capitalism. Today, there can no longer be any doubt that the EU is undemocratic and neoliberal. The EU is essentially an instrument of German capital, underpinned by economic elites in other Eurozone countries – in reality it has little to do with peace, democracy and understanding amongst nations. A left-wing party must not allow itself to be an appendage to German imperialist politics! The position taken by the German and European left wing towards the EU is one of the defining questions of our time. Saying “yes” to a social Europe and to internationalism requires a clear “no” to the EU in its overall neoliberal form.
The case of Greece demonstrates that, in this phase of capitalism, even minor reforms can only be implemented through large extraparliamentary mobilisations and are continually under threat from the defenders of capitalist institutions and government. The clearly audible OXI from the majority of the Greek population must be used to call for an end to the neoliberal policy of austerity, for a debt haircut – without ifs or buts. In order to rigorously achieve these aims, a left-wing government has to be able to point to a Plan B. True change can only be brought about through a fundamental break with the capitalist power and ownership structures. All measures (…) can thus only be successful in the future if they are supported by a broad mobilisation of the masses and a break with the pro-capitalist, neoliberal and undemocratic institutions of the EU.”
This break with the EU includes a debate on monetary sovereignty and a “Grexit” if this is desired. The AKL supports a possible Grexit, but regards it not as a panacea, but as part of a socialist programme which returns political sovereignty to the hands of the Greek people and is coupled with measures aimed at overcoming capitalism. For example, this involves cancellation of the debts, nationalisation of banks and key business sectors, capital controls and an economic system which is based on economic planning and a fundamentally new direction for the economy.
A programme of this sort is by no means nationalistic or a relapse into the isolation of a nation state. Instead, it would become an international point of reference for millions of people worldwide revolting against this inhuman system.
2. The Anti-Capitalist Left (AKL) supports groupings in Greece which campaign against the diktat imposed by the EU and the institutions and advocate ending the policy of austerity. Support for Alexis Tsipras and his supporters in Syriza in the election on 20 September is thus no longer compatible with this.
The Tsipras government is implementing the policies Schäuble & Co. have pushed for using blackmail and ultimatum. The Greek population is sinking further into poverty; the state is increasingly collapsing under the burden of debt. One of the reasons for the “indebtedness” of other European countries is Germany’s ongoing export surplus.
This has now been added to by a wave of privatisations, which simply amounts to a raid on public property by big business from Germany and other countries. Within only a few years, the standard of living will be even lower than today and Greece will once again be facing the question of an unplanned “Grexit”.
The fact that this neoliberal shock programme is being implemented by a left-wing government does not make it any better. Indeed quite the opposite applies: it makes it worse. The hopes that millions of people placed in Tsipras and Syriza are being dashed. Tsipras himself believes the measures are wrong, as he says, but he prefers to adhere to the TINA principle – “there is no alternative”.
This disappointment at the failure of the left wing may drive many Greeks into the arms of the fascist-style “Golden Dawn” party which is presenting itself as an opponent of the memoranda. By ignoring the decisions of the Syriza central committee and calling early elections in advance of the party conference, Tsipras has also eroded democracy within the party and paved the way for its destruction.
The AKL declares its solidarity with the people, groupings and movements defending the clear “Oxi” (“No!”) expressed in the referendum to the policy of austerity and campaigning against further cuts and privatisations under the diktat of the Eurozone.
The AKL will cultivate contacts with such groupings, such as to the newly created “Popular Unity” party which has been formed from the former left wing of Syriza and other left-wing groups. In the elections of 20 September the AKL will be supporting “Popular Unity”.
The situation in Greece is also impacting on the left wing in other parts of Europe. We thus have a duty as internationalists to get involved in this debate. In its dialogue with comrades in Greece and with Greeks living here in Germany, the Left Party should adopt the stance of solidarity with the “No!” to cutting social protection.

OXI σημαίνει ΟXI – Αλληλεγγύη με τα κινήματα και τις συνιστώσες στην Ελλάδα που συνεχίζουν τον αγώνα ενάντια στη προσταγή για περικοπές
Ναι σε μια Ευρώπη της βάσης, Όχι στη καπιταλιστική ΕΕ! Απόφαση του Κρατιδιακού Συμβουλίου της Αντικαπιταλιστικής Αριστεράς (AKL) στις 13 Σεπτέμβρη 2015

1. Ενόψει της εκβιαστικής στάσης της τρόικας και της συνθηκολόγησης της κυβέρνησης ΣΥΡΙΖΑ η Αντικαπιταλιστική Αριστερά (AKL) εκφράζει την άποψη ότι το κόμμα της Αριστεράς DIE LINKE πρέπει να επανεξετάσει τη θετική στάση του απέναντι στην ΕΕ και τη δυνατότητά της να μεταρρυθμιστεί.
Επιβεβαιώνουμε για ακόμη μια φορά την θέση μας, όπως τη διατυπώσαμε ήδη στις 15 Ιουλίου:
“Οι εξελίξεις των τελευταίων μηνών, η άνευ όρων επιβολή της πολιτικής λιτότητας από τους Μέρκελ, Σόιμπλε και τους “θεσμούς”, η περιφρόνηση δημοκρατικών αποφάσεων από την τρόικα και η προπαγάνδα κατά της ελληνικής κυβέρνησης που διεξήχθη με απόλυτη συνέπεια από τα δημόσια μέσα ενημέρωσης κατέδειξαν πόσο στενά είναι τα περιθώρια μιας αριστερής κυβέρνησης στο πλαίσιο της ΕΕ, της ευρωζώνης και του νεοφιλελεύθερου καπιταλισμού. Δεν υπάρχει πλέον η παραμικρή αμφιβολία ότι η ΕΕ είναι αντιδημοκρατική και νεοφιλελεύθερη. Η ΕΕ είναι πρωτίστως εργαλείο του γερμανικού Κεφαλαίου, υποστηριζόμενου από οικονομικές ελίτ άλλων κρατών της ευρωζώνης – ενώ δεν έχει στη πραγματικότητα καμία σχέση με την ειρήνη, την δημοκρατία και την κατανόηση μεταξύ των λαών. Ένα αριστερό κόμμα δεν επιτρέπεται να γίνει η ουρά της πολιτικής της γερμανικής Υπερδύναμης! Ποια στάση θα τηρήσει η γερμανική και η ευρωπαϊκή Αριστερά απέναντι στην ΕΕ είναι ένα από τα κρισιμότερα ερωτήματα της εποχής μας. Ένα Ναι σε μια κοινωνική Ευρώπη και ένα Ναι στον διεθνισμό απαιτούν ένα ξεκάθαρο Όχι στην ΕΕ και σε ολόκληρη την νεοφιλελεύθερη αντίληψή της.
Η περίπτωση της Ελλάδας δείχνει ότι σε αυτό το στάδιο του καπιταλισμού, ακόμη και μικρής κλίμακας μεταρρυθμίσεις μπορούν να επιβληθούν μόνο στη βάση μεγάλων εξωκοινοβουλευτικών κινητοποιήσεων, ενώ απειλούνται επανειλημμένα από τους τοποτηρητές καπιταλιστικών θεσμών και κυβερνήσεων. Το ηχηρό OXI της πλειοψηφίας του ελληνικού λαού πρέπει να αξιοποιηθεί αξιώνοντας να τεθεί τέλος στη νεοφιλελεύθερη πολιτική της λιτότητας, να υπάρξει κούρεμα του χρέους – και μάλιστα χωρίς υπεκφυγές. Για την συνεπή επιβολή όλων αυτών μια αριστερή κυβέρνηση θα πρέπει να μπορεί να παρουσιάσει ένα σχέδιο Β. Οι πραγματικές αλλαγές δεν είναι εφικτές παρά μόνο με μια ουσιαστική ρήξη με τις καπιταλιστικές σχέσεις εξουσίας και ιδιοκτησίας. Για τον λόγο αυτό, όλα τα μέτρα (…) θα έχουν μελλοντικά επιτυχία μόνο, εφόσον υποστηρίζονται από έντονες μαζικές κινητοποιήσεις και συνεπάγονται την ρήξη με τους φιλοκαπιταλιστικούς, νεοφιλελεύθερους και αντιδημοκρατικούς θεσμούς της ΕΕ”.
Μέρος της ρήξης αυτής με την ΕΕ είναι και η συζήτηση για την νομισματική κυριαρχία και το “Grexit”, εάν αυτό είναι επιθυμητό. Η AKL στηρίζει ένα πιθανό Grexit, χωρίς, ωστόσο, να το θεωρεί πανάκεια, αλλά ως μέρος ενός σοσιαλιστικού προγράμματος το οποίο θα επαναφέρει την πολιτική κυριαρχία στα χέρια του ελληνικού λαού και θα συνδυαστεί με μέτρα που στόχος τους θα είναι η υπέρβαση του καπιταλισμού. Αυτό περιλαμβάνει, για παράδειγμα, την διαγραφή του χρέους, την κρατικοποίηση των τραπεζών και βασικών τομέων της οικονομίας, τον έλεγχο στην κίνηση κεφαλαίων και έναν δημοκρατικό προγραμματισμό και αναπροσανατολισμό της οικονομίας.
Ένα τέτοιο πρόγραμμα σε καμία περίπτωση δεν έχει εθνικιστικό χαρακτήρα ούτε αποτελεί επιστροφή στην απομόνωση του εθνικού κράτους. Αντιθέτως, θα μπορούσε να αποτελέσει διεθνώς σημείο αναφοράς για εκατομμύρια ανθρώπους σε όλο τον κόσμο, που εναντιώνονται σε αυτό το απάνθρωπο σύστημα.

2. Η Αντικαπιταλιστική Αριστερά (AKL) στηρίζει στην Ελλάδα κινήματα που στρέφονται ενάντια στην επιβολή της ΕΕ και των θεσμών και τάσσονται υπέρ του τερματισμού της πολιτικής των περικοπών. Η συστράτευση της AKL με τον Αλέξη Τσίπρα και τους υποστηρικτές του μέσα στον ΣΥΡΙΖΑ στις εκλογές της 20ης Σεπτεμβρίου είναι πλέον ασυμβίβαστη με τις θέσεις της.
Η κυβέρνηση Τσίπρα εφαρμόζει την πολιτική που επιβλήθηκε μέσω εκβιασμών και τελεσιγράφων από τους Σόιμπλε και Σια. Η ελληνική κοινωνία συνεχίζει να εξαθλιώνεται, το κράτος συνθλίβεται όλο και περισσότερο από το βάρος του χρέους. Τα συνεχή πλεονάσματα των εξαγωγών της ομοσπονδιακής Δημοκρατίας της Γερμανίας είναι αίτιο που οδηγεί άλλες ευρωπαϊκές χώρες στην “υπερχρέωση”.
Εδώ έρχεται να προστεθεί, ως νέο στοιχείο, το κύμα των ιδιωτικοποιήσεων το οποίο δεν είναι άλλο παρά η απλή ληστρική εκμετάλλευση της δημόσιας περιουσίας από γερμανικούς και άλλους ομίλους. Μέσα σε λίγα χρόνια το βιοτικό επίπεδο θα είναι ακόμη χαμηλότερο απ‘ ότι είναι σήμερα και η Ελλάδα θα βρεθεί για άλλη μια φορά αντιμέτωπη με το ερώτημα ενός μη προγραμματισμένου „Grexit“.
Το γεγονός ότι το νεοφιλελεύθερο αυτό πρόγραμμα-σοκ πρόκειται να εφαρμοστεί από μια αριστερή κυβέρνηση, σε καμία περίπτωση δεν το καθιστά καλύτερο. Αντιθέτως, κάνει τα πράγματα ακόμη χειρότερα: Οι ελπίδες που εναπόθεσαν εκατομμύρια άνθρωποι στον Τσίπρα και τον ΣΥΡΙΖΑ κατά αυτό τον τρόπο διαψεύδονται. Ο ίδιος ο Τσίπρας θεωρεί τα μέτρα λάθος, όπως διατείνεται, επικαλείται, ωστόσο, το σύνδρομο TINA: „there is no alternative.“
Αυτή η απογοήτευση για την αποτυχία της Αριστεράς θα μπορούσε να ωθήσει πολλές Ελληνίδες και Έλληνες στην αγκαλιά των φερόμενων ως αντιμνημονιακών φασιστών την Χρυσής Αυγής. Έχοντας περιφρονήσει τις αποφάσεις της Κεντρικής Επιτροπής του ΣΥΡΙΖΑ και διεξάγοντας πρόωρες εκλογές πριν το Συνέδριο του κόμματος, ο Τσίπρας, επί πλέον, καταργεί την εσωκομματική δημοκρατία και έχει δρομολογήσει την καταστροφή του κόμματός του.
Η AKL δηλώνει την αλληλεγγύη της με τους ανθρώπους, τις συνιστώσες και τα κινήματα που υπερασπίζονται το ξεκάθαρο “ΟΧΙ” του δημοψηφίσματος ενάντια στις πολιτικές λιτότητας και πολεμούν τις περαιτέρω περικοπές και ιδιωτικοποιήσεις σύμφωνα με τις προσταγές της ευρωζώνης.
Η AKL σκοπεύει να ξεκινήσει επαφές με τις σχετικές ομάδες, όπως για παράδειγμα με το νεοσυσταθέν κόμμα της Λαϊκής Ενότητας που απαρτίζεται από την πρώην αριστερά πτέρυγα του ΣΥΡΙΖΑ και από άλλες αριστερές ομάδες. Στις εκλογές στις 20 Σεπτέμβρη η AKL υποστηρίζει την Λαϊκή Ενότητα.
Η κατάσταση στην Ελλάδα επηρεάζει και την εξέλιξη των αριστερών σε άλλα τμήματα της Ευρώπης. Για τον λόγο αυτό, είναι διεθνιστικό μας χρέος να συμμετέχουμε σε αυτή τη συζήτηση. Στο πλαίσιο του διαλόγου με τις συντρόφισσες και τους συντρόφους στην Ελλάδα αλλά και με τις Ελληνίδες και τους Έλληνες που ζουν στη Γερμανία η θέση της die LINKE θα πρέπει να είναι αλληλέγγυα με το ΟΧΙ στην αποδόμηση του κοινωνικού κράτους.
